Jocelyn Murray
Advisory Board Member
With more than 20 years of experience as a strategic, people-first leader designing and scaling workforce and leadership development, SaaS and product implementations, and graduate-level curriculum, Jocelyn brings deep expertise across both the public and private sectors. She currently serves as Head of Learning and Development at Systems Planning and Analysis (SPA), a global defense contractor based in Alexandria, Virginia, where she leads enterprise-wide learning strategy, talent development, and leadership growth.
Jocelyn specializes in building learning strategies that strengthen skills, improve performance, and create clear pathways for growth. Her work spans higher education, government consulting, healthcare, technology, aviation, and human capital management, with a consistent focus on aligning learning investments to organizational and community outcomes. At SPA, she also serves as President of the SPA Toastmasters Club, fostering an environment dedicated to enhancing communication and leadership skills through public speaking.
In addition to her professional work, Jocelyn supports K–12 education through community leadership, including serving as a Girl Scout troop leader and holding multiple leadership roles on her local elementary school’s PTO, including Secretary and Vice President.
Jocelyn is passionate about expanding access to education, developing future-ready skills, and helping organizations and communities thrive through learning. She is an alumna of Towson University, where she studied Communication. She lives in Ashburn, Virginia, with her husband, children, and pets. Outside of work, she is an avid reader and remains actively involved in her local community.
